Annual Homeless Persons Point-in-Time CountNeighbors in Need Coalition is working in partnership with ORCCA (Oregon Coast Community Action) to enact the 2013 PIT* Count. *The PIT (Point-in-Time Count) is required by HUD to count the number of people who are currently homeless.
