Police ID man shot, killed by officer following Keizer Pizza Hut robbery

KEIZER, Ore. – Oregon State Police identified the 26-year-old who was shot and killed by an officer Wednesday night after a robbery and police chase in Keizer.

Reports came in at about 6 p.m. for an armed robbery at the Pizza Hut on River Road North. Arriving Keizer Police Department officers found the suspect’s vehicle and gave chase.

The pursuit ended when the driver, Ryan Chapman, 26, of Salem, crashed into another car.

Police say Chapman got out and ran down Springtime Court NE. They said he got into a confrontation with Officer Tyler Wampler.

The officer fired, killing Chapman.

"I heard a pop, and that's when I got my cellphone and started recording," said neighbor JR Aguilar.

Aguilar shot cellphone video of the police standoff with Chapman, which Aguilar said lasted about 45 minutes.

Aguilar's video show's officers with their weapons drawn and at least one holding a shield as protection.

On the video police are heard yelling, "This is Keizer police! Drop the gun! Do it now!!"

"Repeated requests for him to drop his weapon," said Aguilar. "Unfortunately, he didn't comply."

Aguilar said he later saw a handgun on a neighbor's driveway near where Chapman died.

Investigators aren't saying yet whether Chapman was armed at the time of the shooting or whether they found any weapons at the scene.

Court records show Chapman has two previous felony convictions: one in 2012 for burglary and theft; plus, another in 2015 for heroin possession.

Officer Wampler has been placed on administrative leave, pending a shooting investigation. Officials said he’s been with the department for 26 years.
